The Waggaman-Riggin Family Cemetery lies on the historic Waterloo property on Mt. Vernon Road along Monie Creek. The house was built by Henry Waggaman around 1750 on a tract of land called "Waggaman's Purchase" and later passed through families including the Teackles, Rigginses, Handys, and Wainwrights. In 1864, Somerset County purchased Waterloo for use as the county almshouse, and the property appears that way on the 1877 atlas in Hungary Neck District No. 5.

The small cemetery is behind the house, across a large ditch leading into the mill pond. The 1995 field record noted evidence of damage and remnants of corner pillars suggesting that the cemetery had once been fenced.

When CemTrek2001 recorded this burial ground, the Waterloo property was operating as the Waterloo Country Inn. The group was invited by then-innkeeper and property owner Theresa Kraemer, who showed the volunteers the cemetery and shared the history of the property. For that reason, the cemetery was formerly listed by the Somerset Cemeteries Project as the Waterloo Country Inn Graveyard.
